Unfortunately the evidence will likely be useless — you can’t stop him parking there unless the stretch of road is private. Van drivers sometimes do “tap” cars in front when parking up, not as a warning, but rather just so they know when they’ve touched it. Speak to someone about what you can do. If you do take the photo, you could make him aware you’ve taken it rather than use it as evidence — it may put him off if you’re lucky. Maybe he’s French because this is common in France!!
